CGI SCRIPT Passsword

Hiya,
well basicly i am looking for a cgi script that would allow me to create a login section for something. Has any good site, their always a staff login, witch presently looking but i do not know where to get the cgi script for the staff to login and to manage my user and their password! If u know a good script could you explain it a little bit on how to use it and if its possible to have it!

Im more with php, i had major problems last time i was working with perl etc. php much easyer and can do the job just as well, anyway u can find both at script index's such as
