No, if people have high rep power it has numerous knock on effects which is why the system was reduced.
If member A had 49 rep power and member B had 48 rep power; they could rep each other meaning they gain large amounts of rep points. With the large amounts of rep points; it makes it easier to get another rep power, which makes it gradually worse and worse.
If Habbox left it like it was, you'd be getting members getting a new piece of rep power each time they got repped.
And if a new member gets negative repped, it'd take them ages to get back into the positive.
