    You could probably do this in DreamWeaver or a similar product,

    using as somebody above said an imagemap

    Expressionweb is perfect for this... you can drawn lines with a tool wich you can link to an url

    @meti, they dont need to be square...

    rect is for squares, polygon is shapes with more than 4 vertices i presume. or a triangle.

    My point being, this could be easily done with an imagemap. Let me know if you still need it doing.
