He has got a point about the "the forum used to be good".. You could trade freely and no-one would get angry.. But know every thread like Trading Habbo For Runescape.. You get about 4 People going ! "Its against the rules! Rule number 7 in runescape.. Blah blah blah :s".. But it does sound like a scam the way you say it is "free"..
