    I want to be able to build a demo version of my site on the computer that has no internet. It need's to function like it would on the web. what program would work best for this?

    If you want it to be as close as possible to how it will work after being uploaded to your host, go to http://apachefriends.org and download XAMPP. This installs Apache server onto your computer, with PHP, MYSQL, FileZilla FTP and Murcury E-mail (don't worry, if you don't need all of this you can only start what you need).
