Its definately 16 to have a debit card but 18 for credit cards.
Go to your bank and set one up, you will get it in about a week.

Nationwide are a wierd beast, They only issue the cashcard and then full visa debit and you can't get Visa Debit until your 18 (Unless you get a Visa Electron card branded as a Visa Debit)

    Quick guide to cards.
Visa Debit with cheque gaurrentee - Full acceptance where you see the Visa symbol Issued to over 18s only
Visa Electron - Only where you see the Electron symbol, Some online retailers will process them as a Visa card, Issued to people from the age of 13/14
Solo - Full acceptance where you see the Solo symbol or with Natwest cards, the Maestro symbol, Acceptance on the net is limited Issued from the age of 11
Maestro with cheque guarrentee, Full acceptance on Most sites, and in nearly all shops, Issued at around the age of 18
Link or bank cash cards, If it displays link on the card you can use your card free of any card issuer charges, Although you are subject to any ATM owner fees, These cannot be used abroad, If it doesn't display link you can only use it in the issuers machine

If you use your card abroad, your card will either use the cirrus or visa/plus networks depending on the agreements your bank has.

If you need a card for the internet, www.mycashplus.co.uk offers a prepaid one for £9.95 issue fee.

Credit cards are issued at the age of 18 as per full visa debit (Rules set by visa) but Visa electron/Solo are issued from 11 upwards

Remember: Debit card issuance such as Visa Debit and Maestro are subject to status and/or application! they are not guarrenteed!

I've had a HSBC account with a Solo card since I was 13, I'm always buying stuff on Amazon and stuff.
    That went fast.
