I saw some guy that was on 1st prestige, level 12, and he had a M2 Flamethrower, how is that possible :S

I'm currently level 21, 1st prestige.

There is a glitch which enables you to get any perk in the game at any level.

How do I enable the glitch to work Is it only for a period of time or forever?
