    Business use would be a webhost. They don't word it as "You can't run a webhost" but they say that in other words.
    Not always, not if it was for personal use like accessing files from school or something.

    But there is still nothing wrong with hosting a small apache server on port 80, just make sure your not selling on any services.

    Yeah, but he wouldn't need a web connection if he only wanted to do that. Plus he said he wanted to create a webhost.
