I've never heard of him and it doesn't look real to be honest, just the fact you can kick & ban him and he hasn't got his Habbo Staff badge.

I dont think its a mod but perhaps...
(If it is at least have the i think he/she is confused about their sexuality)

Maybe it is that only when they wear the Habbo staff badge that they cannot be kicked or be shutup from rooms? Frankly, I do not know the procedures a MOD must follow whilst on those accounts, but from experience, I think you would find that they are not to use their MOD accounts whilst off-duty.
