i just found something interesting with the badge checker located here...

i looked up ludus and he has the frank badge...
does this mean he could be involved with the new infobus sessions?

Before the infobus was opened to the e's, now bullybuster reps and head guides you had to have the frank badge in order to open/close/moderate the infobus (by moderate, alert, mute, kick etc)

Redtiz gave this badge to myself, amzish and 2-3 other X's back in 2006/2007 in order to run XFest in a one off session on the infobus with her holding a quiz and this allowed us to go inside the bus. Shortly later in 2007 Sulake introduced bus rights to badges or user assigned and this is where Habbo X's began hosting infobus sessions (the frank badge wasnt required for this)

So maybe the staff badge doesn't have bus permissions? I don't know but I can only go by what I knew back in 2006 and 2007 for this specific badge.
