My results are opposite, and Windows 7 takes me around 45 seconds to boot.
I don't think Windows Vista or 7 are known for their speedy boot times

I just ran some tests. Not really scientific as I kept getting different times for the same things.
This is timed from hitting the power button on the MacBook to being presented with the "log in" screen for me to type my password.
OS X - 28.4 seconds. Windows 7 - 56 seconds
Time from when the OS actually started loading to the "log in" screen. OS X timer started when the Apple logo appears. Windows timer started when the screen turns black from the previous white screen.
OS X - 15.5 seconds. Windows 7 - 31.5 seconds.
The only main affecting factor for Windows is that it's loading an antivirus along with the OS, whereas OS X is just loading the OS.

Told you, your computer sucks.
Mac Mini - 45 Seconds
Windows 7 - 20 Seconds
Windows XP - 55 Seconds
That's with my anti virus turned off for both my mac and my pc.

Saying my computer sucks is irrelevant, because the specifications between the two computers were basically the same. Also, I installed Windows 7 with bootcamp. Windows 7 boots slower. Exact same specs as with the machine with OS X.
It's to be expected really. After all Windows 7 is related to its bloated relative Vista.
One could also say your machine specifications are totally different. Unless you've completely trashed your XP installation, or your XP machine specifications totally suck, it shouldn't take 55 seconds to boot. My non-SSD netbook boots XP faster, and even OS X faster than your Mac mini.
