The biggest clue is the image name and the letter in the picture Wikipedia isn't a very good source to use for this question

Okay, trial and error got me through.

EDIT: 28 is confusing. I think I know which the "unlucky" bus is, I think I know what time it is given by the flags, but which words do I use...?
