    Let me get this straight:
    1. You had two boyfriends, got dumped by one and dumped the other.
    2. Your best friend is going to dump her boyfriend.
    3. You like him but you're not sure if he likes you back.

    And your dilemmas are:
    1. Should you tell your best friend's boyfriend that he may be getting dumped?
    2. Should you start dating him if he likes you back?

If I have the above correct so far, read on. If not, correct me.

First of all, do not tell your best friend's boyfriend that he may be getting dumped. It would be really awkward if you did but she decides not to. You don't want him to think that you were only telling him that to get them separated so you can date him, because he'll end up hating you, if he really loves your best friend.

Second, yes, go ahead. Tell him that you like him. There's no "loyalty" involved anymore if she dumps him. It would only be disloyal if you told him whilst they were still together. If she dumps him, he's single and available to the general public. You're not in the wrong if she gets mad at you. And if she does, it means that she still likes him and it would be her fault to have dumped him in the first place.

Let me give you an example, because I have a feeling that many people will disagree and flame me (just look at how many people above have said not to date him). Say I'm holding a 100-dollar Canadian (seeing as you're in Canada) bill in front of a crowd, If I accidentally drop the bill and everybody fights for it, I have the right to tell them that the bill is mine and they ought to give it back to me. However, if I throw it into the crowd intentionally, I can't then argue that the bill is mine and certainly not demand whoever grabs it to give it back.
