That is because that screenshot is from a retro hotel which was version 1. Someone took the liberty of taking screenshots of every catalogue page and they sent it to me ageeeeeeeeeeeeeeeeees ago
so yeah, Jibbi isn't actually... Jibbi, it's just an account on a retro server.
Uhm I think this is where you got confused, that referance was actually talking about this cato icon:I know this is a really minor and insignificant detail but I found it intruiging.
On Habborator's page about the history of Habbo (link), there is this line; Look at the catalogue icon in your toolbar. It has tabs on top - a relic of an old version of the catalogue.

I'm only pointing this out through curiosity because I saw it as just a ring-binder on the catalogue but I love this alternative idea of such a subtle historical reference among this super fast pased evolution Habbo is always rushing through - which always makes me feel Sulake have forgotten or don't care about how much of us love the old stuff. I was just wondering how others saw this.

That icon does actually have tabs at the top like the old cato but was used as an icon even while the new cato was used so habborator was correct in saying that but they just didnt update the page then habbo finally changed the cato icon.
