And I was wondering why don't we have a Elite Rooms section on the Forums?

Last I knew they were trying to cut down on the amount of forums they had, rather than adding new ones. However, this isn't a bad idea - maybe there could be a stickied thread within the cool rooms forum to avoid the issue of creating another forum that won't be used all that much.

Hmmmm, yeah I know who would pick, maybe the council members, they spend a lot of time on habbo in council and just habbo, so that would be good.
