    Default Any Sites need Managment?

    Ok, I was wondering if any Sites, Can be new or old, need any managment. I know a bit of HTML // PHP. I can buy layouts for the site, ive just bought 2 now. Although I dont have a site to put them on, this is why im looking for a site to work on. I can pay for the hosting as well if neccersary. Also I can provide a vBulliten. That is all.
