There IS a BETA for MW2, it is not an open BETA and it's being played by official BETA testers.

As for this COD7, there IS a known Alpha release for the game, but very few people have access to it.

Of course an alpha exists. Alphas can exist very early into the games development, it's merely a version for bug testers to iron out bugs with the engine before they start on the advanced stuff.
