Without a doubt, smite spec is best. I levelled 1-80 in it, getting groups is always easy because you're a healer without dual spec and without another set of gear.

This is the spec

Simple rotation too: Apply DOTs - Holy Fire - Spam Smite until Holy fire is off cooldown. Refresh DOTs as necessary.

Power Word: Shield and Renew will heal through anything, if not Desperate Prayer and cheap Flash Heals will sort you out.

I wouldn't say it's the best 1-80, probably 1-50. Once you get Vampiric Touch it probably surpasses the smite spec.

VE > VT > MF > MB > Wand if mob isnt dead, also, at 60 2 minute dispersion and 3 minute shadowfiend is overkill if you have mana issues.
