has the chicken attacked anyone twice

Why 2 times? It's just a random event.. Bit like the mime. You could be level 100 without never getting picked by the mime.. But then again a level 25 could have been picked once or even twice.. It's just a RANDOM event. Also the reason why you were attack by a level 84 chicken and a level 64 chicken was most likely because you had leveled up a couple of levels in between the time the first one attacked and the second one attack.
I have not been attacked by any chicken and have no particular need to be attacked by a "mad chicken". I would much rather prefer a mime, maze or frog!
I think that chickens are probably going to be attacking more than anything else. Because Shades seem very rare now a days.
