Reset the router then connect again. Always works for whenever I disconnected my laptop

Reset? You mean just unplug it and plug it back in?

Does it connect to the router? I think it's 192.168.2.1 on most, but it varies on make.

Ah well, Belkin routers are 192.168.2.1 (type that into Firefox or any browser). OR, you go to your Belkin router and see if it says a wired device is added by looking at the front, or a light shows up near the hole you inserted the cable in at the back (depending on the model)

Yes, the number 1 is lit up, which is the hole the ethernet is going into.
But on my screen, its not connecting, just a red cross through the internet sign?

The red cross usually indicates that the NIC isn't connected to anything.
