    The Hague is the capital of the county of Noord-Holland and the city where the government is.
    Rotterdam is the capital of the county of Zuid-Holland and is where a lot of ferrys and boats port.

    It's the same principal here:

    Norwich = Norfolk
    Ipswich = Suffolk
    Chelmsford = Essex
    Leicester = Leicestershire

    And read the sentence boy! It clearly says after the comma (,) "the three main cities anyone ever hears of", because they're all in that area known as Holland, with the exception of Amsterdam, though it's county/province is surrounded by Noord-Holland

    Same thing really, the country's color is definitely orange The Royal Family is no doubt where that idea comes from, seeing as it's always been the House of Orange
