They've both been subbed for ages. You can find the torrents on tokyotosho or nyaatorrents, but I don't know of any direct downloads. Though I'm sure you can find one if you look.

Yeah, Gurren-hen comes first. I'll tell you now though the movies are pretty much a re-telling of the series so don't get your hopes up too high for something new. There is however a good amount of new footage in both movies and both have completely new climaxes. The final sequences in both movies are just insane over the top epicness. If you thought the final battle in the series was good just wait until you see Super Tengen Toppa Gurren Lagann.
