If it gets banned for breaking the rules, then no it cant be merged

If it gets banned for being a second account (and that's the only reason why it got banned), and has no active infractions, then yes it can be merged.

Just read the announcement, it's hardly rocket science..

Because a lot of members have requested it, and it makes sense to allow it to happen over a period of time. After that it won't be allowed because no one should be making duplicate accounts anyway. It's just a nice thing to do
