Do the quest for Auld Lyde Sang, get power armour training (and the sexy gannon family tesla armour) go in and kill one brother hood (or steal their armour from a ditch nearby) & wear it to become neutral then talk to them

I kinda found them before I found Novac but I couldn't find anyone, only like the bunkers.

They're the enclave but they aren't a huge piece, you need to get to the part of the main questline were you need to recruit or kill the omertas & talk to daisy whitman (novac), cannibal johnson or arcade gannon (Mormom fort)

and they should ask to recruit you
