Best place to train my attack from 1-20?

Read the title. I wanna get my attack to 60 so then I can get a d dagger.. Once I get it to 20 I know where im going to train just can someone tell me where theres tuns of level 2 men or wheres a good place..

Kill goblins, they're level 5 and easy to kill.

If your gonna kill men then theres a building north of edgeville (almost in teh wild, but not) that is full of them. If you wanna make some money while you train, you could kill cows and sell their hides for about 100 each.
