This quest is only avaliable to America. This is guide how to get the badges if you live anywhere else.

The quiz will not show up for non COM users. (although I just met an australian guy who could, and then I met other US habbos who cant take the quiz) I tried it with a US proxy, still not popping up. Joining the group isnt a problem. Too bad, again missing out. I thought habbo.com is one big hotel. Isnt that why they merged?
