I think honestly part of the point of merging was for the fact they can have cheaper workers, that don't know English that well..

Singaporians all speak English. My dads cousin ran a hospice there. Why do you think they are catagorised an English speaking hotel

Yeah, to be honest this is just one small mistake. I've many a time seen native speakers write even less understandable passages before. It's just an everyday human mistake that we all can make once in a while.
