Just letting you all know about this hosting company. Its great. Recently just bought a server from them for around £10 a month for 16 slots and it works perfectly. I currently have around 12 people on atm and there servers are hosted in the US (I dont get block lag though).
There 16 slot package only has 512mb which I thought was abit weird at first, but it works. Its running bukkit with loads of plugins too. They have a thread on minecraftforum so you can see reviews there.
Also, they have a test server for the 128mb package on 50.22.22.22

On the site it says that they are all suggested player limits, does this mean you can edit the limit to what you want or do they still cap it at what ever the suggested limit is?

No they dont cap you. Thats just what they recommend if you want no lag.
