Pre-paid cards

Hey guys, I'm looking into buying a pre-paid card and I have a few questions.

1) How do I go about getting one? I'm with T-Mobile phone contract wise, I know that some networks do them I'm just not sure of how much it is etc.

2) Can I get one at 15?

As far as I know, 02 are the only network that do one, I have one and i'm 16, but I got it last year, Its just like a debt card, You can only spend whats on it, And you top it up, Just like you would your phone at shops.
