Remember the vips and hobbas they can get in any full room.

if 25 Hobbas went in a room a Habbo couldn't get in, Unless they all went in AFTER all habbo's was in.

If a room is full, and 15 VIP's/Staff are in, 15 normal habbos can get in. Remember the /25 only counts normal and HC habbos.
