Normally it's a HTML popup, somebody must have gotten lazy when skinning the non-habbo skins.

Alas this won't be fixed *glares at recursion* since it is a bug and not V7.

Incorrect, happens on all skins because it is part of the "Languages & Phrases".

Incorrect, happens on all skins because it is part of the "Languages & Phrases".

Incorrect, on other skins it pops up as a html box instead of a system dialogue therefore having a link actually functions properly.

From what I've seen it doesn't show on:

Non-Habbo Skins
Site Skin 2010
Site Skin 2011 and I assume all other skins as well are similar.
