Before you read this, I want to let you know that I have not read the whole topic, so I don't know if someone posted this already.
But those star-effects were released in Habbo.nl. It was for a Disney Channel Campaign in 2011. You could get an effect by joining a group. There were 'three different' campgaigns: Dance like a star, Act like a star and Dress like a star. Each different group gave a different effect. I believe he is wearing the Dress like a star-effect.

I was and still am big with a certain retro. I got involved with it because I was the events manager at the time on another fan site and so we went there while Habbo was down and I figured out the codes :enable ___ for an effect.
