With reference to @Intersocial, Moderators for Habbo are run by an outsourced agency - Sulake do not have direct control over them but work closely with outsourced moderation partners to ensure a high level of quality - basically, Sulake set the parameters of the work that the Mods do, the Mods do it, and then Sulake decides whether it's an acceptably high level of quality. If it's not, they can terminate the contract - but they're not responsible for disciplinary issues, etc. as far as I'm aware.
