erm ,one question. how can you fine a 10 year old? they aren't making an income and therefore wont be able to pay it. yeah you could get their parents to pay it but how's that punishing the kids?
I say put them in some sort of summer school or something, take their summer away.

They were completely and utterly stupid, anyone defending this children in my opinion is wrong. At the end of the day, they were on the phone to the emergency services for 33 minutes! Its one thing ringing up and not saying anything, i'm sure most people have done that, out of curiousity as to what would happen (I've done it 3-4 times by accident because of the trackpad on my old Blackberry would always hit the emergency button in my pocket, but I'd always pick up the phone and apologize after about 30 seconds because I realized id done it).

I think they should be put on trial when they are of an appropriate age, and given something like community service, to give back time (which essentially is what they took).

That's exactly what would happen, the parents will take the punishment as they are the legal guardians of those children (obviously if they had done something else like killed someone the child would be imprisoned, not the parent ). The fine would be an disincentive for the parent to let it happen again, and seen as a way of letting them punish the child or at least teach them (not beat them up, that would be illegal).

It seems children across the country are doing stupid things now that they are off from Summer. Anyone who can remember the news articles of children throwing boulders at cars on the A12 in Essex might be fascinated to know it has happened yet again:

All the kids nowadays seem to turn into little ***** and I'd hate to think what the future of the country is gonna be like in 30 years

When will these kids realise, that throwing boulders from a bridge could cause multiple deaths, and how would they react to their parents or a relative being innocent victims of such an event. They know it’s dangerous, believe they can get away with it, and if caught will most likely just get a warning.

There needs to be a punishment that fits the crime, a punishment that will deter others from doing the same!

What would you suggest? The idea that they personally meet their victims could be an idea, if the victims allow it. I think that form of punishment was used for people who burgled houses and were put in prison, and while there they are asked to meet their victims. Sometimes it works to clear the air and make an example, others just think it's stupid.

Indeed you can. Criminal responsibiility begins at the age of 10 (not something you celebrate on your 10th birthday like you would being legally allowed to drink at 17 )

Any monetary charges tend to come out of the pockets of the parents, while imprisonment tends to be in secure, usually privately owned, prisons.

I always find it hard discussing the responsibility of parents. Some children could be angels, and suddenly they do something stupid. It may not even be the fault of running with the wrong crowd either. It is literally a case-by-case basis. Some parents are awful, some simply do not know what their children are like and believe their children have been brought up right.

Yes I fully agree, you can have great parents, who have raised their children to be law abiding citizens, and they still go off the rails and commit crimes, some very good examples can be found during the riots in London. As you say each case is different. I personally don’t know what the correct suitable punishment should be, and imposing a fine on the parents isn’t right either, that only really leaves a criminal record, unless you know better
