Don't know how people can complain, it's only logical more people are going to be reported for bullying, than are new to habbo and request a tour. Remember there's over 400 helpers on at the minute, only 100 or so guardians, and 5 guardians are requested per bully case.. Which essentially boils down to 1 in 400 people per help/tour request, and 1 in 20 people per bully case... which is why there is more of them
