Siouxsie and the Banshees were the first influential 'gothic' band, it was only in the early 80's goth was established as a music genre, at the time they considered themselves a new wave punk band (goth came from punk).
It was manager of Joy Division that first used the term gothic to describe music, since then it has stuck to bands, such as the other ones you listed.
And yes, I would say the 69 eyes are gothic.
