Most are in wildy.
You can get them as monster drops. Level 3 are the best.
Just stick with woodcutting, fletching and combat for now.
My wc and fletch are both 87
I fletch, make nats and high alch the magic longs. Greeeaaatt money.

Well, depends on what clothes you're looking for.
Capes are in wildy. I wouldn't get one, they're ugly.
Just get your levels up to do legends

There's a 2 clothes stores in varrock but there's barely anything in them. You can go to them to change your clothes. One directly southwest of the fountain in the middle of varrock, and one directly south of the east bank in varrock, you have to go in the gate.
There's also a hair place in fally.
There's a few place to get the capes in wildy, i'll look it up for ya.

William in lvl 49 wildy , sells the team capes: 1, 11, 21, 31 and 41.
Ian in the forgotten cemetery sells the team capes: 2, 12, 22, 32 and 42.
Larry in the graveyard of shadows sells the team capes: 3, 13, 23, 33 and 43.
Darren, just west of pirate’s hideout, sells the team capes: 4, 14, 24, 34 and 44.
Edward, in rogues castle, sells the team capes: 5, 15, 25, 35 and 45.
Richard, Edgeville, sells the team capes: 6, 16, 26, 36 and 46.
Niel, Bandit camp, sells the team capes: 7, 17, 27, 37 and 47.
Edmond, south of lava maze, sells the team capes: 8, 18, 28, 38 and 48.
Simon, chaos temple. sells the team capes: 9, 19, 29, 39 and 49.
Sam, east of dark knights castle, sells the team capes: 10, 20, 30, 40 and 50.

Those are the capes.
About the clothes, you can get alot from quests.
There's more that you can get from the new city. You can get there by doing the fishing contest quest. And after you do that you can go underground a bit northwest of taverly and north of catherby. And there's a dwarf who you have to pay 100 gold coins to and you jump on the cart and it takes you.
