    It shouldn't be compulsory to, especially for a department that doesn't require being on Habbo constantly; it should always be advised though. I said advised more for the fact say you're hosting an event, yeah an Events Organiser usually says tune in/sign up etc., but if they can't do it, or forget to they then shouldn't be penalised for that if that makes sense?
