It's the fact that they are running software to detect users have an ad-blocking program installed.

I always just thought if the ad failed to appear then that appeared instead since I've had it a few times despite not using one

Like Tom, and I even said, it's hardly illegal to have an image and you saying it's illegal is just making assumptions that habbox is using apparently illegal methods.

It's not illegal to have a placeholder image that appears if nothing else is in the space

But it is if you detect the advert hasn't loaded.
