All bark no bite<< Good expression for this situation. I know most kids who talk about beating up someone, or at least in my school, never do. Don't back down from them when they talk trash, because thats what they want. Just act like they are the stupid one and dont even look scared because all they want to do is feel tough. Sounds lame but its true.

Usually those people get bitten back. One of my friends at school was being annoyed by an idiot, and the idiot said "You going to hit me or something?''. My friend actually did. Haha, serves the idiot right, same thing happened last year but with a different, and a lot bigger kid.
