    Well first you need to get into the heroes guild (Medium hard quest) then you go underneath it down a ladder, past the blue dragon (Don't worry it's "Usually" locked in it's cage) and use your amulet with the fountain.

    If you cant get in there usually some people will give u a charged glory for ur uncharged =) i swap them for friends usually that cant get in
