You are 13/14 if I remember correctly, and as such you'll most likely have to attend school for the next 2 or 3 years. Some schools don't mind piercings, but some will, so tongue is probably a better option as it's not visible unless you want it to be.

    Point 2.
Tongue piercing is the least painful piercing that you could possibly get - it hurts less than a normal earlobe piercing, and that hardly hurts. The only thing you'll feel is as the needle comes out of the top of your tongue, and that's just your tastebuds noticing the cold needle, there are no nerve endings in your tongue. The problem will be that for the next few days you might find it hard to eat solid food as there will be a large amount of swelling - this can be helped by keeping talking to a minimum, not sticking your tongue out to show everyone, and by use of special tablets, which your piercer might give you (they dissolve on your tongue and help stop the swelling, but aren't painkillers). After the initial swelling it will remain swollen for a while but eating will be fine (I could eat the next day even, but I heal fast). Lip piercing is slightly more painful, but still not bad. With a lip piercing, you'll still find eating a bit tricky because of swelling, but not so much. Still, tongue piercing is better if you really don't like pain.

    Point 3.
As some people have said, there's the stimulative properties of the tongue piercing in .. certain activities. The same sort of thing would be felt through lip piercing, but not so much. Tongue piercings are often seen as attractive (but not by everyone), whereas lip piercings can look really bad on some people.

    Point 4.
Infection shouldn't occur in either case if your piercer is good and you keep it clean, but tongue piercing, as well as being the least painful, is the least likely to infect, as saliva is a natural antiseptic. Still keep it clean with a hot salt water solution (your piercer will tell you all about it), but you don't need to worry too much. Dentists and mothers often have very distorted views on the dangers of mouth piercings, but they really aren't dangerous unless you or your piercer are useless.

    Point 5.
Do not attempt to pierce your tongue yourself. Lip you might get away with, but especially seeing as you probably haven't done any piercings on yourself or others before, don't do it. You don't have nerve endings in your tongue but you do have a large vein, and hitting it with a needle will be a bloody and possibly very dangerous thing. Your piercer should know how to dodge this vein, and in most people's cases, it's a simple thing to do - if you know how.

I have a tongue piercing but not a lip piercing, so yes I might be a bit biased in my opinion of what is better, but all that I've said above is true. On a side note about lobe stretching, I was always under the impression that it's only after 10/12mm (depending on the person) that it won't close up completely.. mine's at 8mm at the moment, I stretch it sometimes temporarily just for fun or to gross people out (ie: putting a battery through my ear in maths) but it seems fine.. Oh well ^_^
Nah it won;t close up past 8

    Well thats what a read.

My 12 don't close up. [I Don't Mean Fully As that takes about 6 weeks.]

even after leaving it out for a day..

    Bit stupid.

I like putting my finger through my ear.. just for the hell of it..

I streched it to 15mm but took the plug out as it looked silly..

Doing clít herself? That's stupid no matter how good a piercer you are.

My school you're allowed 1 ear piercing and that's it.

    I'd Check
Fresh lips can close up within like an hour.

At least with a tounge they couldn't see.
