the president doesnt have the power. that power lies in congress. the united states is separated into 3 separate branches, all of which have equal power. the president only has 1/3rd of the power in government (technically speaking less than.) the president gets lots of attention because it's only one person and he has a few distinct powers (ie military). not many people pay attention to the other two branches because there are so many people in them.
the president cannot make laws.
