They won't be in SVR09 no. There is also a rumour that Hell In A Cell matches this year would include weapons.

lol that was the best game though in terms of hardcore/wepons and that
you could go a lot of places backstage... you could change wepons under the apron
if you threw your opponent into a setting an item would drop
