Does anybody know of any programmes that can be used to create airports etc in FS2004?

AirportDesign is for FSX and it only EDITS airports.

hmm sounds confusing lool, and i do have arial photo's and pictures of the airport. I was gonna try recreate RAF Topcliffe (The home of 4 powered gliders o_O) as i got tons of photo's wen i was there.
But sounds 2 confusing
