No, it's not a hobba. VIP can get in full rooms aswell, and they can't be kicked, but that doesn't make them a hobba.
If you are indicating towards the form, then yes, it's the Hobba application form, with minor changes, but it needs a substantial amount of more changes.

They are nothing like Hobbas. Hobbas have tools, and do minor moderating tasks. Just because VIP and HabboX can get in full rooms does not make them like Hobbas. There are vast differences.
