I think you should post this on Runescapecommunity, I'm pretty sure they would laugh you off the forums.

Reasons -

Sorry but your stats are bad, I doubt you could kill a whipper.
No proof, picture ect.
If all the player has was - a whip, robes and food he would have protected.
Mage arena - not multicombat.

well i gave a pic , i was near mage arena in mutlicombat area
and i was on lvl 82 wioth lvl 72 , 89 , 68 and 91

It's pretty easy to take a screenshot of a whip in your inventory and say you pked it.
