but it doesnt sparkle to others if they have their HC badge turned to invisible is what they mean.

They will never remove the sparkle, for some reason sometimes it dousent sparkle and sometimes it does

Nup. If you DON'T have a badge, you can see the Gold HC sparkle. If you have a normal HC badge ON, you can see the sparkles. If you have a normal HC badge OFF, you can't see the sparkles.

I don't know if you have your gold badge off means that you can't see other people sparkling, I've not tested it. Same goes for badges such as VIP, Halloween, etc. I'd not thought to test it.
