Like they're really going to let a underage kid have a staff badge with the powers; no they can't its against sulake policy.
Only way he can have a badge is if he:
Had a backgorund check
Met or received a call from Habbo UK management
Was approved by Sulake
Can't receive a STAFF badge without "full powers" it will cause problems.
Thats why VIP seemed more reasonable because it has limited powers.
