    They could test a new version on Habbo UK as it won't error the hotel, it will just have a few bugs. All new releases are tested before official release on a hotel anyway so technically it could be released on any of the hotels first.

    They can't test it on .co.uk and .ca since those are super popular hotels. If any bugs or errors come they can't afford it to happen on a popular hotel. .com.sg isn't as popular as .ca .co.uk .com.au or .com so they could test it there or another hotel.
